Short Biography

Paul is a cyber security and technology lawyer, admitted in the State of New York, and serving as an attorney to the NYC Cyberlaw Group. He is a skilled information systems architect, mentor to various accelerator programs, and a NY admitted attorney holding a J.D. from Temple University, and an LL.M. from the University of London. Prior to his current work, Paul served as VP of Technology Law, VP of Digital Compliance, and Global Committee Chief for Cyber Security Compliance at J.P. Morgan Chase & Co. He had previously served as legal counsel for the U.S. government and multinational development banks alike, modernizing regulatory, policy, and technical frameworks to face new and existing challenges.

Paul works both with technology companies and global regulatory agencies to identify and contextualize existing and emerging cyber security and technology risks, provide input on regulatory guidance and promote development of corresponding solutions. As an attorney, he advises companies of all sizes on compliance with cyber security, data privacy, and technology regulations in the U.S., UK, Hong Kong, and Singapore, including developing strategies and drafting documentation to assist clients in meeting the requirements of the General Data Protection Regulation, the NY DFS Cybersecurity Regulation, the FFIEC Cybersecurity Framework, PCI-DSS, and more. His legal expertise is focused primarily on laws applicable to payment systems, blockchain architecture, cryptocurrencies, and other emerging technologies.
